Just A Thought:  Maybe that hospital in Texas had 70+ people come in contact with the Ebola patient while treating him, just maybe that hospital was just following the American tradition of hospital bills that use more paper than any other bills anywhere.  Seventy people means that many folks entering charges on the patient bill.
